How might we design a system that also holds INGOs and donors accountable to the local/national CSOs they support or partner with?

The Pledge for Change Accountability and Learning Mechanism (PALM) provides an innovative and decolonised new framework for mutual accountability and collaborative learning in the sector by shifting the accountability equation towards the needs of local and national civil society organisations (CSOs), rather than international non-governmental organisations (INGOs) and donors. The innovation aims to hold INGOs accountable to the local and national CSOs they support or partner with. The success of the model is demonstrated through majority world actors taking the lead in defining accountability measures and processes.
